How come most countries can this facility, but we can not? I heard it had something to do with our banks telling Paypal that they are not interested and SARS blocking it as they cannot control the Money coming in. If this is the case, is it because its part of the rip-off the banks love doing to us? What is the real story there?

Tax implications or not they rather have money leave the country than get money back into it where the economy can gain from it.
